TPEx Successfully Concludes 2026 Forum on Building New Core of Asian Bond Markets

The Taipei Exchange (TPEx) successfully hosted the 2026 Taiwan Week Forum, “Building a New Core of Asian Bond Market,” on November 5. The forum focused on expanding Taiwan’s bond market, strengthening international linkages, and advancing sustainable and transition finance. It brought together regulators, bond issuers, international financial institutions, academics, and market experts, attracting strong participation from corporations, government agencies, institutional investors, and financial intermediaries. The full house turnout reflected broad market interest in Taiwan’s ambition to become a key hub in Asia’s bond markets.

In his opening remarks, TPEx Chairman Lih-Chung Chien said that, in support of the government’s Asian Asset Management Center initiative, TPEx aims to expand Taiwan’s bond market and accelerate its internationalization. In 2025, the issuance of straight corporate bonds reached a record NT$778.3 billion, while sustainable bonds exceeded NT$200 billion, also setting a new high. Foreign currency-denominated international bonds accounted for 37% of Taiwan's outstanding bond market, with more than 90% issued by foreign entities, underscoring Taiwan’s role as an international fundraising platform. TPEx will continue to strengthen market infrastructure, deepen international cooperation, and attract diverse investors to expand market scale and depth.

Dr. Jin-Lung Peng, Chairperson of the Financial Supervisory Commission (FSC), noted that Taiwan’s bond market exceeds NT$18 trillion, with issuers from 33 countries, making it an important link between domestic and international capital markets. Building on Taiwan’s industrial strength and substantial private capital, the FSC and TPEx have launched a bond market expansion plan targeting annual issuance of more than NT$3.8 trillion, double the 2025 level. The plan focuses on expanding product offerings, improving trading efficiency, and deepening investment demand. Key initiatives include project bonds, climate transition bonds, dual-listing schemes for international bonds, exploring Real World Asset (RWA) bond tokenization, and tax optimization.

The first keynote address was delivered by Alex C. Huang, Deputy Director-General of the FSC’s Securities and Futures Bureau, titled “The Leap Forward for Taiwan's Capital Market: Building a New Core of Asian Bond Market.” He outlined policy measures across issuance, trading, and investment, including product diversification, a broader issuer pipeline, streamlined issuance procedures, enhanced liquidity and transparency, and greater participation by domestic and international investors. These measures aim to strengthen Taiwan’s financial market competitiveness and support the development of the Asian Asset Management Center.

Deputy Director-General Huang also moderated the first panel, “Key Strategies for Expanding Taiwan's Bond Market: From Policy Blueprint to Market Practice.” Chiung-Hui Lee, Director-General of the Finance Bureau of the Kaohsiung City Government, discussed the advantages of bond financing for local governments and its contribution to infrastructure and urban development, while offering recommendations for improving the market framework. Professor Joseph C.P. Shieh of the Graduate Institute of Finance at National Taiwan University of Science and Technology explored how financial product innovation could strengthen Taiwan’s position as an Asian Asset Management Center. Vincent Liu, Managing Director of BNP Paribas Taipei Branch, and Tien-Shiang Sung, Partner at Lee and Li Attorneys-at-Law, shared international banking and legal perspectives on regulatory improvements, product diversification, and market competitiveness.

For the second keynote, TPEx invited Bryan Pascoe, Chief Executive of the International Capital Market Association (ICMA), to speak on “Global Sustainable Bond Markets: Trends and Outlook.” He reviewed global developments in green, social, sustainability, and sustainability-linked (GSSS) bonds and transition finance, noting that the shift toward net-zero emissions is reshaping international market standards. Sustainable finance is moving beyond traditional use-of-proceeds structures toward closer integration of international standards and issuers’ overall transition strategies. Mr. Pascoe commended TPEx’s development of products such as sustainability-linked bonds (SLBs) and encouraged Taiwan to adopt internationally aligned, scientifically grounded transition finance instruments that channel capital toward projects with measurable emissions reductions.

The second panel, “Sustainable Bonds and Transition Finance: Mobilizing Capital for a Net-Zero Future,” was moderated by TPEx CEO Rebecca Chen. Hsiao-Lan Hu, Commissioner of the Department of Finance of the Taipei City Government, highlighted the role of sustainable bonds in financing urban net-zero transitions and low-carbon infrastructure. Allen Wang, Vice President of Taiwan High Speed Rail Corporation, shared the company’s experience in issuing sustainability bonds and social bonds, noting that translating engineering data into ESG metrics can turn social responsibility into operational competitiveness. Antoine Rose, Managing Director of Crédit Agricole CIB, discussed how financial institutions help issuers structure sustainable bond offerings and connect with global investors. Joe Chen, Partner at Deloitte Taiwan, emphasized the importance of robust internal data controls and independent third-party assurance in ensuring traceable, verifiable, and credible sustainability disclosures.

TPEx said the forum helped build market consensus, align Taiwan’s bond market development with international trends, and highlight the strengths of Taiwan’s capital markets. Going forward, TPEx will continue to enhance market infrastructure, diversify bond products, deepen international cooperation, and broaden investor participation, working with regulators and market stakeholders to position Taiwan as a new core of Asian bond market and advance a more open, sustainable, and internationally connected market.
